Is it not possible (even likely) that the Lockerbie bomb was linked to the downing of IranAir 655 by the USA?

I asked a similar question yesterday that was reported by crybabies unable to hear any criticism of their military. My point is that after IranAir 655 was shot down by the USS Vincennes, then Vice President George HW Bish refused to apologise, admit liability, pay any compensation, and the crew were awarded medals upon their return. Is it not possible that if the USA had apologized for what was undoubtedly an act of mass murder, punished the senior Vincennes crew, and paid compensation to the 290 victims' families, might the Lockerbie bombing have been avoided?
