Slow broadband in my area, what can i do?

i have really slow broadband in this area, what can i do? ive checked with most isp's and they're all really slow. i have download speeds of 124kbps max, whereas in my mums house she's got speeds of 1.8mbps is there anything that can be done? would fibre optic broadband make a difference?
